How to Contact an Inmate at Weber County Jail

If your family member is in custody at the Weber County Jail, you’ll need to know how to communicate with him or her.  Detainees and inmates are permitted to receive email messages and postcards, and may place outbound phone calls, as long as all correspondence obeys the jail’s rules.  It’s very important to follow jail policies, because a violation could result in disciplinary actions being taken against your loved one.

Rules for Sending Email and Letters: What Items Are Restricted?

Weber County Jail inmates are allowed to receive letters, as long as the mail complies with the jail’s rules.  All mail must be delivered via the United States Postal Service (USPS) – no other carriers or services are allowed.  Mail should be addressed to:

The jail is very strict about how mail is formatted and what it contains.  With a few exceptions, only metered (prepaid) or pre-stamped white postcards will be accepted.  Postcards will be returned if they:

  • Are sent in an envelope.
  • Are any larger than 4” x 6”.
  • Have an adhesive (stick-on) postage stamp.
  • Contain any glue, tape, stickers, glitter, staples, or other materials.
  • Feature any photos or drawings.
    • You may send photographs separately, not enclosed with your postcard. Photographs cannot be accompanied by any other materials.  You cannot write any messages on the back of the photograph.

In addition to postcards, inmates are also permitted to receive emails through a service called VisMail.  However, there is a small fee to use this service.  To send an email to an inmate at the Weber County Jail using VisMail, just follow these three steps:

  1. Navigate to visitation (dot) co (dot) weber (dot) ut (dot) us (slash) app.
  2. Click the blue button that says “register today” (unless you’re a returning user).
  3. Follow the prompts.

Jail personnel print out email messages daily.  Printed emails are delivered to inmates Monday through Friday.

Generally speaking, correctional facilities and detention centers prohibit any content that depicts criminal activity, gang-related activity, pornography, obscenity, and drug use.  Be advised that your mail may be pre-screened before reaching its intended recipient.

Receiving Calls from the Weber County Jail: Creating a Phone Account

Unfortunately, inmates at Weber County Jail are not allowed to receive phone calls from friends, relatives, or romantic partners.  However, inmates can make outbound phone calls, as long as they have enough money to cover the cost of the call – generally around a quarter to a dollar per minute, depending on factors like location and type of phone service.  Each of the jail’s four housing units (“pods”) are equipped with phones, which inmates are normally free to use unless the facility is on lockdown or their phone use has been restricted for disciplinary reasons.

In order to have phone conversations with your loved one, you’ll need to set up a phone account through a third-party service called OffenderConnect, which the Weber County Jail uses to manage its phone system.  To create an OffenderConnect account, simply choose the method that’s most convenient for you:

  1. Internet – Navigate to offenderconnect (dot) com to create your account online. You’ll automatically be redirected to a website called ConnectNetworkGTL.  Click the “sign up” link from the top menu of tabs (between “home” and “locations”) and follow the prompts on screen.
  2. Phone – Call (800) 483-8314 and follow the prompts.

To add money to an inmate account, you can either:

  1. Make a deposit online by navigating to www (dot) govpaynow (dot) com.
  2. Call (888) 277-2535 and follow the prompts.
  3. Make a deposit at the jail using cash, your debit card, or your credit card. The jail lobby is open from 8:00 A.M. to 9:00 P.M. every day of the week, except for holidays, when lobby hours are shortened to 4:00 P.M. to 9:00 P.M.  The jail is located at the following address:721 West 12th Street

Please note that the 12th Street address is for the Weber County Sheriff’s Office and Weber County Correctional Facility.  The smaller Kiesel Facility, which houses inmates on work release or community release, is a separate building located at:

370 26th Street
Ogden, UT 84401

Depending on which method you choose, you may be prompted to supply a pay location code (PLC).  The Weber County Jail PLC is 5500.
